curriculum incorporates off the job training with
blocks of on the job learning. This approach
reinforces classroom training by working on the
job with qualified controllers in real network
operating situations. The revised material
includes interactive DVDs which have been
particularly useful for controllers who have been
recruited from outside of the industry.
Other curriculum development in 2011-12
included the Engineering Code of Practice
refresher training and updates to safeworking and
protection officer training.
Extensive training has also been undertaken
by infrastructure maintenance employees in
the areas of track, safeworking and mechanical
signalling and by signal electrical employees,
including a Certificate IV in rail signalling for
apprentices and graduate certificate in rail
signalling for signal engineers.
ARTC, in collaboration with RailCorp, made
significant progress towards the development of a
national contractor rail safety worker competence
assurance regime during the year. The regime has
been designed to address worker competency
requirements relevant to below rail activities, and
includes track and civil, plant and equipment,
safeworking, structures and network control. The
national rail safety worker competency regime
will cover all below rail safety workers and it is
proposed, over time, that it will be adopted by all
accredited track owners.
ARTC views industrial relations as a critical
business activity to be managed in order to deliver
successful business outcomes. As such, ARTC
continued to have a close focus on its industrial
relations strategies over the past twelve
months. Where changing circumstances required
operational refinements and improvements,
constructive and good faith consultation with
relevant stakeholders formed a critical and
important part of the business development
process. ARTC commenced negotiations with
unions and other employee representatives
in March 2012 to replace the ARTC (NSW)
Enterprise Agreement 2009.*
* Fair Work Australia has approved the ARTC (NSW) Enterprise
Agreement in August 2012 and it is now operational.
